Internet Explorer (IE) v10 and later version supports to enable the Enhanced Protected Mode. Enhanced Protected Mode makes it harder for malware to run in Internet Explorer. It's turned on by default for Internet Explorer 10, but you can turn it on or off in Internet Explorer for the desktop. When Enhanced Protected Mode is active it does not allows temporary files to store in a different location for security reasons, as C:\Users\<UserName>\AppData\Local\Packages\windows_ie_ac_001\AC\INetCache is the default location for saving temporary files on your computer.
When you turn off Enhanced Protected Mode, the restrictions get automatically removed and hence Temporary files are saved on your desired location i.e H:\IETempCache\Temporary Internet Files.
